Ask away! Well, the first country I ever traveled to was Italy, so I would highly recommend that. Have you traveled at all before? England might be a good first step, if you haven’t. You’ll be able to communicate, but still enjoy the new culture. Anywhere in Europe is a good start though. Budget really depends on your habits/life style. If you stay in hostels and eat cheap, you could easily survive on less than $50/day. It might help to look into activities before hand, so you can also budget for things like tours or attractions.
